This paper essentially addresses two issues: The first is about the difference between transactional, global and regional terrorism and the second is on the differences that must be maintained between terrorism by non-State actors and illegitimate violence by States against crises. It is imperative to provide different responses to different terrorist groups. It also deals with the various concepts of terrorism given by the UN, USA, Israel, etc.
